Responsibilities
Program Description:

The program provides Systems Engineering and Technical Assistance (SETA) support in the areas of Cyber Security and Management to improve the Information Assurance (IA) posture of a National customer. The contracts support functions are: IA Management, Federal Information Security Management Act (FISMA) coordination and reporting, Risk Management Framework (RMF) application, IA compliance measurements and metrics, Assessment and Authorization (A&A), Vulnerability Management, and Cyber Defense support.

Position Description:

The Cyber Systems Engineer provides support to the customer in the area of Cyber Security. Daily Tasks include, but are not limited to:

Review, assess and produce Technical reports on CDRL items delivered by the Cyber Security Services contractors
Provide assessments to the customer on the cybersecurity contractor’s program performance.
Develop, maintain, and deliver acquisition artifacts to assist the customer in assessing contractor’s performance
Assist in the development of execution reviews, acquisition roadmaps and transition plans
Develop briefings and artifacts for acquisition Readiness Reviews
Provide technical recaps of customer meetings with cyber security contractors
Work closely with the customer Lead and stakeholders to execute contracts
Inform government leads on status and progress of all projects
Work with government and contractor leads to address various systems engineering, system integration, and project management issues across projects
Analyze user needs, concept of operations, and high-level systems architectures to develop system requirements.
Assist project managers in developing program documentation (TTOs, Statements of Work (SOWs), Program Management Plans (PMPs), Risk Management Plans, program schedules, and Acquisition Strategies), creating program schedules, tracking program status, evaluating operational and technical alternatives, performing risk assessment and managing integrated project teams
Advise in the production and tailoring of government financial execution reports and program acquisition documentation and ensure affordable, supportable and effective program requirements are specified to meet mission needs.
Provide support to GPMs to assure execution within the cost, schedule, and performance baselines. Utilize program management tools (e.g., Plan-It, MS Excel) to assist GPM with planning, documenting, executing, and reporting of all program details (e.g., spend plans), for both current year (FY) and out-years (FYDP)
Provide technical input for the development of acquisition documentation for review and approval by the customer to include: Requests for Contract Action (RCA) packages, RFPs for Engineering Change Proposals (ECPs), and proposal analysis to support negotiation and award activities.
Assist in the development, review, and update of acquisition documents to ensure guidance for acquisitions are adequate and current.
Assesses contractor performance using evaluation criteria and technical performance measures
Participates in design reviews of components (hardware and software) to ensure applicability to the current system and traceability of requirements
Assist in the development of technical requirements
Produces high-quality papers, presentations, recommendations, and findings for senior US government intelligence and operations officials
Analyzes policies and procedures against Federal laws and regulations and provides recommendations for closing gaps
Develops strategies to comply with privacy and risk management requirements.

Qualifications
Required Qualifications:

12 to 15 years with BS or 10 to 3 years with MS or 8 to 10 years with PhD.
Must possess and be able to maintain an active TS/SCI with Poly.

An 8570/8140 IA Certification
Ability to work customer's core hours (0900 - 1500 Monday - Friday)
Excellent communications skills - Verbal and Non-Verbal
Experience supporting project management and acquisitions
Experience with customer’s Cybersecurity Processes and tools/capabilities
Experience in requirements analysis
Strong attention to detail
Ability to work in a team environment
Hands-on working knowledge of Excel and other database applications
Excellent oral and written communications skills
Ability to support Group Level GPOCs

Desired Qualifications:

Self-starter requiring limited direction and supervision
Bachelors of Science Degree in Science, Technology, Engineering or Mathematics (STEM) or an advanced IA certification (i.e. CISSP or CASP)
Experience briefing senior customer personnel
Ability to organize and prioritize numerous customer requests in a fast pace deadline driven environment
Familiarity with the RMF process
Experience supporting IC or DoD in the Cyber Security Domain
Working knowledge of Microsoft tools; Outlook, Excel, PowerPoint, SharePoint.
