The Boeing Defense, Space & Security (BDS) Business Development (BD) team is seeking a motivated Proposal Development Specialist (level 3) in support of new business growth objectives. This individual supports the design, development, and implementation of processes for acquiring new business using an understanding of customer buying practices, requirements, and needs. Processes include overall new business acquisition, win strategy, pricing strategy, and proposal management. Supports the training of users in process applications. Works closely with the Sales & Marketing, program, and functional management teams.

Position Responsibilities:

  • The Boeing Global Services (BGS) Proposal Development Specialist is accountable to the BDS Proposal Support Center Manager for enabling proposal development support to government enterprise bid and proposal activity.
  • The Proposal Development Specialist coordinate and produce the proposal (Request for Information (RFI), Sources Sought, Request for Proposal (RFP) etc.) responses while assembling a proposal team with the relevant service, product and business knowledge required to win.
  • The individual will have ability to assist in planning, producing and delivering compliant proposals within a complex business environment.
  • This is a highly networked role that requires an ability to work under pressure and to challenging deadlines.
  • The Proposal Development Specialist be responsible for scheduling and running proposal kick-off meetings, leading storyboarding sessions and draft document reviews, facilitating key review meetings / final document review, coordinating proposal governance / sign off, document production and delivery of the completed proposal.
  • Will help with the coordinating and updating of a content management system.
  • Proactively support capture teams to ensure application of appropriate governance and development of appropriate deliverables.
  • Liaise with the awarding authorities regarding any clarifications or amendments as required.
  • Ensure all bids are accurately completed and represent the company experience and abilities in the best possible way to secure the opportunity.
  • Ensure all submissions are uploaded (if applicable), printed, packaged and delivered in the format and media type required and within the deadlines established.
  • Develop a good understanding of awarding authorities’ vision, strategy and plans in order to maximize chance of winning.
  • Gather and develop information relating to specific tenders, relative projects and long term opportunities.
  • Delivery of compliant, professionally produced proposals within customer defined timeframes.
  • Coordinate and review / edit proposal input from a variety of stakeholders, typically involving contributions from sales, marketing, product teams, finance, commercial, legal and engineering.
  • Apply the results of lesson learned activity to drive continuous improvement of proposal development processes and tools

This position allows telecommuting. The selected candidate will be required to perform some work onsite at one of the listed location options.

This position requires the ability to obtain a U.S. Security Clearance for which the U.S. Government requires U.S. Citizenship. An interim and/or final U.S. Secret Clearance Post-Start is required.

Basic Qualifications (Required Skills/Experience):

  • Experience in strategies planning, project management or proposal development.
  • Experience with DOD and/or government acquisition processes
  • Experience do you have in proposal processes management
  • Experience communicating, writing and briefing external senior level customers

Preferred Qualifications (Desired Skills/Experience):

  • Shipley Training preferred
  • APMP certification preferred
  • Bachelor’s Degree or higher
  • Active Security Clearance is preferred

Typical Education/Experience:

Education/experience typically acquired through advanced education (e.g. Bachelor) and typically 6 or more years' related work experience or an equivalent combination of education and experience (e.g. Master+4 years' related work experience, 10 years' related work experience, etc.).

Relocation:

Relocation assistance is not a negotiable benefit for this position. Candidates must live in the immediate area or relocate at their own expense.
