Job Description Qualifications:

  The BGS Property Management Specialist will support the management of property for BGS Training Systems to ensure compliance to Government and Boeing regulations. This Training Systems Property Analyst will support the management of property on all programs being performed at the St Louis Training Systems site to ensure compliance to Government contractual regulations and Boeing procedures.

  They will implement and manage a compliant Property (government and company) Management program at St Louis Training Systems to ensure compliance with Federal Acquisition Regulation (FAR) 52.245-1 and Defense Federal Acquisition Regulations (DFAR) 252.245-7003 as well as Boeing procedures. Work with all company organizations and company sites as well as subcontractors, to ensure all related business aspects meet compliance standards with all FAR government property outcomes. Perform periodic audits to ensure functional elements are being performed in a compliant manner, and create/generate root-cause corrective action plans are in place and completed when audit/review findings are required. Serve as the St Louis Training Systems company focal point for DCMA Property Administrator for related audits and discussions.

Position Responsibilities:

  • Administers the terms of contract provisions that specify the company's obligations to acquire, control, use, care for, report and dispose of property.
  • Performs audits, documents processes and procedures and investigates and reports lost or damaged property.
  • Perform and review actions included in all 22 outcomes of the Property Management life cycle.
  • Provides support, expertise, concepts and formats to enhance and manage information by utilizing off-the-shelf software or Boeing system tools to manage and communicate property information and to establish a property record for company or government property.
  • Maintains accountability from initial acquisition to final disposition.
  • Tracks the movement of property by coordinating, preparing and documenting applicable forms to accomplish a change of ownership, accountability or location in accordance with applicable government regulations, customer contracts or corporate policy.
  • Determines property acquisition requirements, product availability and authority to fulfill company, program or contractual obligations.
  • Ensures that property is allowable, reasonable, allocable and utilized in accordance with company or contract requirements.
  • Coordinates the physical inventory of property and reconciles results to ensure compliance with regulations.
  • Verifies that property records accurately reflect inventory on hand and that equipment servicing requirements are established by responsible organizations.
  • Confirms that work is scheduled and performed in accordance with applicable government regulations, customer contracts, corporate policy or recommended industry standards
  • Reviews records for accuracy and reviews processes for compliance to established procedures and guidelines.
  • Participates in the development and implementation of tools, processes and procedures.
  • Handles disposition of property identified by company, legal or contractual requirements in accordance with procedures.
  • Completes all property related activities at completion or termination of contract including disposition of property.
  • Ensures all inventory adjustments, liability determinations and title issues are resolved.
  • Participates in the development and implementation of tools, processes and procedures.

Security Clearance:

This position requires the ability to obtain a U.S. Security Clearance for which the U.S. Government requires U.S. Citizenship. An interim and/or final U.S. Secret Clearance Post-Start is required

Basic Qualifications (Required Skills/Experience):

  • 3+ years of experience managing Government or Capital Property
  • 3+ years of experience working with Microsoft Office Suite
  • 1+ years of experience with GOLD, Property Management system for tool classification, status, location and accountability

Preferred Qualifications (Desired Skills/Experience):

  • Bachelor’s degree or higher (or foreign equivalent)
  • Experience with CAPRS (Common Automated Procurement Request System)
  • 1+ years of experience with and/or training on FAR and DFARS compliance

Typical Education / Experience:

Education/experience typically acquired through advanced education (e.g. Bachelor) and typically 6 or more years' related work experience or an equivalent combination of education and experience (e.g. Master+4 years' related work experience, 10 years' related work experience, etc.).

Relocation:

This position is located in a location that does not offer relocation. Candidates must live in the immediate area or relocate at their own expense.

This position is expected to be 100% onsite.  The selected candidate will be required to work onsite at one of the listed location options. (St. Louis, MO).
