Boeing Defense Space and Security (BDS) is looking a Senior Proposal Content Developer (level 4) for Hazelwood, MO, Oklahoma City, OK, Ridley Park, PA, Chantilly, VA or Seattle, WA.

The Proposal Content Developer is a leader and innovator, identifying and championing ways in which Boeing can improve proposal narratives to better communicate solutions. Under the direction of the Proposal Manager, the Proposal Content Developer will take a key role in responding to our most complex solicitations. The person hired for this role will work closely with the Business Development team, Subject Matter Experts (SME), and Bids & Proposals (B&P) colleagues.

The main job duties involve researching, storyboarding, organizing, and writing proposal sections on a deadline. This includes collaborating with SMEs, conducting interviews, researching and learning new concepts or products, and working with graphic designers to develop and present compelling visual content. The successful candidate will have excellent research skills and the ability to convey complex ideas with clarity.

As a Proposal Content Developer, you will stand at the heart of the Defense capture and procurement process. You will have the unique opportunity to strategically support the technical and programmatic proposal narratives. You will also have the opportunity to evaluate internal proposal management processes, participate in capture strategy discussions, and help address some of the most “big picture” challenges facing the company.

Position Responsibilities:

  • Write technical and programmatic narratives with cross-functional teams including engineers, product, and business development while ensuring deliverables and submission deadlines are met during the response and contracting process.
  • Edit complex and technical proposal documentation to ensure: consistency/clarity of message, contextual integrity, and tone in the overall deliverable package; proper grammar, flow, readability, accuracy; execution of copy editing
  • Support debrief analyses, share lessons learned with colleagues, and incorporate those refinements into subsequent proposals
  • Execute and improve a proposal process that will require continuous iteration with key stakeholders.
  • Be an expert in the elements and features of complex proposal requirements and processes 
  • Review solicitation documents to summarize key points to discuss bid decision and strategy 
  • Align key response elements with our win themes and discriminators
  • Take the lead on developing and writing responses to solicitations 
  • Be an outstanding communicator, gifted in the art of persuasive writing, passionate about the written word, and highly capable of crafting compelling sales proposals 
  • Work closely with our Bid and Proposal (B&P) and Business Development teams to develop and generate persuasive text and define visuals and/or explanatory tables 
  • Partner with the Proposal Manager and other relevant Boeing teams at all stages of the proposal development process 
  • Synthesize Request for Proposal (RFP) requirements and craft (either directly or in collaboration with other personnel) persuasive, accurate, and vetted responses that highlight Boeing strengths and competitive advantages 
  • Solicit and incorporate cross-functional team edits into proposal drafts 
  • Communicates in a professional, persuasive, and compelling manner
  • Ensure the quality of all assignments including compliance with RFPs and other technical document requirements. 
  • Support proposal review teams (Including formal Red Team reviews).
  • Format all proposal documentation according to corporate/department–approved standards and styles.
  • Edit complex and technical proposal documentation to ensure: consistency/clarity of message, contextual integrity, and tone in the overall deliverable package; proper grammar, flow, readability, accuracy; execution of copy editing
  • Translate technical ideas and vocabulary into compelling responses to the Government, as well as other written documents and materials.
  • Maintain the content repository to maximize document re-use and consistency across bids
  • Analyze current proposal processes, tools and performance metrics and recommend improvements
  • Analyze and deconstruct RFP requirements against the proposal outline to ensure compliance and responsiveness.
  • Build the proposal compliance cross-reference to track the fulfillment of all proposal requirements.
  • Create proposal outlines and detailed storyboards that are compliant with instructions and evaluation criteria.
  • Participate in the development and review of proposal strategies and themes.
  • Complete Pro Forma documents (e.g., SF1442, SF30, Representations & Certifications).
  • Support final proposal production steps (e.g., editing, formatting, QC checks, printing, shipping, confirming delivery).
  • Foster an innovative and team-oriented work environment
  • Participate in proposal review teams (Including formal Red Team reviews).
  • Research best practices and combine them with your experience to propose innovative practices and tools
  • Support growth and improvement initiatives as required.
  • Assist with tracking opportunities, working with capture teams, and updating the opportunity database

This position allows telecommuting. The selected candidate will be required to perform some work onsite at for Hazelwood, MO, Oklahoma City, OK, Ridley Park, PA, Chantilly, VA or Seattle, WA.

This position requires the ability to obtain a U.S. Security Clearance for which the U.S. Government requires U.S. Citizenship. An interim and/or final U.S. Secret Clearance Post-Start is required.

Basic Qualifications (Required Skills and Experience):

  • 3+ years’ experience writing proposals, Request For Information (RFIs) and/or Request For Proposal (RFPs)
  • Excellent written and oral communication skills, particularly the ability to synthesize complex issues/scenarios into easy-to-understand concepts
  • 1+ year of experience working in a high-pressure environment to meet critical deadlines
  • Proven ability to bring key stakeholders together to rapidly and collaboratively achieve consensus on priorities and path forward to work tasks and projects
  • 1+ year of experience in a previous role where meticulous attention to detail, with emphasis on accuracy and quality was paramount
  • 1+ year of experience in researching, producing and presenting technical information
  • A Bachelor’s degree or higher (or foreign equivalent)
  • Experience and proficiency in Excel, Word, Outlook and PowerPoint and the ability to learn in house systems
  • Have analytical and problem-solving experience to identify critical activities and tasks within work groups
  • 3+ years of experience preparing all elements of a Federal Acquisition Regulations (FAR) compliant proposal
  • Work flexible hours, overtime and occasional weekends when necessary
  • Willingness to traveling up to 30% of the time

Preferred Qualifications (Desired Skills and Experience):

  • DOD acquisition experience
  • 2+ years of experience in electronic publishing and electronic submittals
  • Active security clearance is a plus.
  • APMP certification preferred

Typical Education/Experience:

Education/experience typically acquired through advanced education (e.g. Bachelor) and typically 10 or more years' related work experience or an equivalent combination of education and experience (e.g. Master+8 years' related work experience, 14 years' related work experience, etc.).

Relocation:
