AT&T National Security Sector is responsible for an enterprise-wide delivery of IT services to a major DOD customer.



We offer support of end user devices including desktop, workplace peripherals, and voice and video devices. We support local and campus area networks, including wireless and cable plant.



AT&T has a need for a Network Engineering and Operations Team Manager.  This is a supervisory job with responsibility for directing and managing an engineering team that plans and leads activities associated with the design, selection, integration, delivery, operations, and evolution of enterprise level Network Connectivity services serving a large user community. 



This supervisory job apportions work to employees and Non-Payroll Workers (NPWs) and includes interviewing, selecting, training, recommending pay and work hours, coaching and assessing performance, and ensuring compliance with company and program policy. 



Description of Job Duties/Responsibilities:




            
  • Directs and manages a broad variety of engineering activities supporting network design, development, and configuration in support of efficient network operations.

  •         
  • Serves as network engineering subject matter expert and provides technical direction and oversight to a group responsible for providing network engineering planning assignments relating to implementation, upgrade, operation, and maintenance of new or existing network hardware or software products/systems.

  •         
  • Provide long-term strategic planning for network technologies which may include analysis, solution recommendations, implementation strategies to complex business issues, capacity/utilization forecasts, traffic studies and other network performance reports.

  •         
  • Establish and maintain a relationship with the Government Network Service Owner and Government Network Subject Matter Experts sufficient to understand their requirements, hot button issues, and concerns. 

  •         
  • Direct and manage activities of network engineers providing Tier 2 and Tier 3 support to Operations and Field Support teams.  

  •         
  • Develop standardized Methods of Procedure (M&P) documentation to include standardized architecture and baseline configurations to be utilized by Operations and Field Support teams in network installation, upgrades, maintenance and troubleshooting activities.

  •         
  • Track network technologies and industry best practices used to deliver and manage services.

  •         
  • Develop and integrate need assessments, cost estimates, projects plans for the implementation, operation, and maintenance of network related service components. 

  •         
  • Analyze metrics and collected metadata to determine the performance of network connectivity services across the enterprise and to develop corrective action plans to ensure network connectivity services meet or exceed Service Level Agreements (SLAs).

  •         
  • Assist and provide input to planning new Technology Insertions and the evolution of network connectivity services for the enterprise, bringing in the best practices and innovations from AT&T and industry.

  • This is a supervisory job with responsibility to direct, plan and apportion work of employees including interviewing, selecting, training, recommending the setting and adjusting of rates of pay and hours of work, coaching and assessing performance, and ensuring compliance with company and regulatory policy. 



Required Clearance: TS/SCI with polygraph. (#ts/sci) (#polygraph)



Required Qualifications: Bachelor of Science degree in Computer Science or Engineering related field including information systems, or equivalent related network experience.  IAT Level 2 (or greater) 8570 certifications required. (IAT level 3 preferred). 8-10 years of experience in network engineering.  Technical and team leadership roles developing and implementing standard processes, tools, best practices, control measures/metrics, and process improvements; Project management experience with network connectivity related services; managing client and technology vendor relationships and deliverables. 



Desired Qualifications: Excellent communications skills (written and oral) with proposal experience (RFIs, RFPs). DoD IAT Level III certification such as CCNP, CISSP, CEH, etc.   Advanced level network related certifications
