AT&T has an opening for an onsite Senior Requirements Manager to research, develop, and communicate requirements for Task Order projects. The Sr. Requirements MGR. is responsible for analyzing requirements, concept of operations documents, and high-level system architectures to develop system requirements specifications.
Job Duties/Responsibilities:
- As the JWAN Sr. Requirements Manager, you will have responsibility for successfully completing all tasks in assigned program areas.
- Analyzing requirements, concept of operations (CONOPS) documents, and high-level system architectures to develop system requirements specifications.
- Guide users in formulating requirements, advises alternative approaches, and conducts feasibility studies.
- Provides technical leadership for the integration of requirements, design, and technology.
- Incorporates new plans, design, and systems into ongoing operations to support modernization efforts.
- Record, analyze and evaluate customer and internal requirements including customer clarifications with support of technical experts.
- Tracking of completion of requirements analysis process with traceability and reporting of status to project management with metrics.
- Work closely with product managers, product owners and program managers to synchronize requirements with development planning.
- Regularly monitor the requirements progression with regards to various aspects such as completeness, thoroughness, breakdown, traceability, etc. and perform on time risk/non-compliance escalation.
- Responsible for importing/exporting, setup and maintaining the customer (internal and external) requirements into Requirements Management Tools.
- Manage the evaluation of the requirements/change requests for technology, cost, feasibility, and timeline of the project; decompose the requirements and oversee requirement changes.
- Setup appropriate infrastructure for change management and convene Change Control Board meetings to implement any changes in the project.
- Create and monitor metrics/KPIs for change request management.
- You will apply DoD/IC Enterprise-level multi-domain experience and expert technical knowledge to discern customer needs, offer advice or recommendations, and anticipate network technology upgrade or expansion projects and their impact across the DIE/ICE.
Required Clearance: TS/SCI with poly (#polygraph) (#ts/sci)
Required Qualifications:
- A Bachelor’s Degree from an accredited institute in an area applicable to this position and minimum of 5 years IT requirements management experience.

- Demonstrated experience in evaluating customer needs and translating into technical solutions with prior experience as a requirements analyst or project manager.
- Strong communication and engagement skills with an introductory level of understanding of networking.
- Possess considerable technical and project management skills.
- Demonstration of experience performing many of the tasks described in the Job Responsibilities.
- DoD 8570.01-M IAT Level II
Desired Qualifications:
- The ideal candidate has a technical background and experience with government requirements management, traceability and scheduling tools, such as Service Now Demand and Agile Project Management; Jira or Trello
- ITIL v4 certification, PMI PMP, or managed services experience
- Previous Government or Contractor background experience with a government agency CIO
- Certified Information Systems Security Professional (CISSP) and/or Certified IT Architect Professional (CITA-P).
- Experience with DoD NIPR, SIPR and JWICS Networks at DIA or Combatant Command locations.
