AT&T is a prime contractor on the SITE III IDIQ program for the Defense Intelligence Agency (DIA) and National Geospatial Intelligence Agency (NGA).  AT&T won the SITE III IDIQ in 2021 and anticipates award of a large enterprise IT WAN Task Order in 1st quarter FY 2022.  For the DIA Chief Information Office (CIO), the Task Order provides IT managed services for the DIA’s TS/SCI network modernization program focused on specific technologies and hardware needed to operate the wide area network, or highway, that enables TS/SCI communications.



                        

AT&T has an opening for an onsite Communications Security (COMSEC) Account Manager and Team Lead on the assigned COMSEC Account. The COMSEC Account Manager will be responsible for the custody and accountability of centrally and locally accountable COMSEC material on the Task Order.



                        

Job Duties/Responsibilities:   



                        

                                    
  • As the COMSEC Account Manager and Team Lead, you will have responsibility for successfully completing all tasks in assigned program areas.

  •                                 
  • Responsible for acquisition, control, and distribution of all classified COMSEC material associated with COMSEC account.

  •                                 
  • Serves as functional user of associated COMSEC automated system(s).

  •                                 
  • Performs other duties as described in regulatory documents and serves as the organizational expert consultant, advising upper management on the changes and new developments in the security accountability, physical security, standard operating procedures, and policies regarding COMSEC security and materials.

  •                                 
  • Conduct secure equipment (e.g., secure telephone and encryption devices) and classified keying material inventories, inspections and other COMSEC related support and oversight functions.

  •                                 
  • Perform installation of secure telephone equipment (STE) and coordinate to deliver encryption device(s) and keying material to select Information Technology (IT) specialists maintaining classified networks.

  •                                 
  • Administer a Top-Secret inventory and document control program to account for COMSEC equipment and materials.

  •                                 
  • Conduct inventories per agency policy and report any discrepancy to government customer.

  •                                 
  • Enforce process compliance to courier classified information and author receipts for classified materials.

  •                                 
  • Ensure compliance with Automated Information Systems Security requirements related to COMSEC duties.

  •                                 
  • Ensure proper physical security accreditation has been issued by designated Program Security Officers for supported facilities.

  •                                 
  • Train personnel in COMSEC procedures and the use of related equipment.

  •                         


                        

Required Clearance:     TSSCI with poly (#polygraph)   (#ts/sci)



                        

Required Qualifications:



                        

                                    
  • A Bachelor’s Degree from an accredited institute in an area applicable to this position and minimum of 5 years relevant experience performing in roles of COMSEC Account Manager or custodian.

  •                                 
  • Demonstration of experience performing many of the tasks described in the Job Responsibilities.

  •                                 
  • DoD 8570.01-M IAT Level II and Certified Information Systems Security Professional (CISSP).

  •                                 
  • Professional and technical certifications as directed by applicable NSA, DOD. and DIA requirements inclusive of but not limited to Information Assurance level I, COMSEC Account Manager Course (CAMC), and Key Management Infrastructure (KMI).

  •                         


                        

Desired Qualifications:



                        

                                    
  • The ideal candidate has a technical background and previous enterprise-level COMSEC Account Manager or custodian experience with a government agency CIO

  •                                 
  • Experience with DoD NIPR, SIPR and JWICS Networks at DIA or Combatant Command locations.
