AT&T Global Public Sector has an exciting opportunity for an IDIQ Program Manager to provide single point of contact contract stewardship, recruiting vision, solution development, and Account Management for multiple, newly awarded IDIQ contracts supporting our CIA and ODNI lines of business. The IDIQ Program Manager is involved in the administration, development and execution of an overall growth strategy, candidate pipeline generation, and new Task Order fulfilment awards targeted at growing AT&T’s presence in mission support IDIQ business areas. Areas include Cyber, Mission IT, Telephony, Engineering and Project Management.



Job Duties/Responsibilities:




            
  • Be responsible for awareness, informing, developing, shaping, and responding to IT professional service centric IDIQ Task Orders associated with the IC customers.

  •         
  • Develop, maintain, and continually progress an IDIQ pipeline of strategically relevant business opportunities aligned with the AT&T Public Sector & National Security capabilities and priorities.

  •         
  • Provide strategic direction and leadership; develop comprehensive account plans; identify and qualify new business opportunities.

  •         
  • Assist in the transition from business opportunity through Task Order proposal development to award and participation as an independent evaluator in all major proposal reviews to ensure continuity from capture to proposal delivery.

  •         
  • Collaborate with AT&T recruiting to develop a pipeline of highly cleared, qualified, mission-focused candidates to support bid winning solutions.

  •         
  • Develop reports, briefings, and other management materials to support Management decision making.

  •         
  • Brief pursuit Milestone Reviews and IPRs to Sector Leadership and other AT&T Executive Management Team members.

  •         
  • Work with the Client Executive, marketing, and potential customers to determine their needs.

  •         
  • Develop and disseminate information on a continuous basis to all pertinent parties concerning the fulfillment of IDIQ business growth goals and objectives.



Required Clearance:



TS/SCI with poly (#ts/sci) (#polygraph)



Required Qualifications:




            
  • Mission focused

  •         
  • 10+ years of IC experience, with at least 5 years of direct professional services IDIQ stewardship and/or business development in the Professional Services market.

  •         
  • Have a strong network of IC customer contacts and must be familiar with the customer's major programs and upcoming initiatives (ITDAS, etc)

  •         
  • The candidate should have a working knowledge of the Federal procurement process, and a demonstrated proficiency with Intelligence Community strategy and acquisition plans.

  •         
  • Demonstrated ability to execute the IDIQ business management function with minimum supervision.

  •         
  • Effective leader/participant in formal presentations to clients and potential teaming partners; proven track record of building winning teams as well as successfully negotiating with potential team members as to roles and participation.

  •         
  • Strong written and oral communication skills.

  • Project Management Professional (PMP)

  • Programmatic recruiting guidance and collaboration

  •         
  • Former operational experience in customer environment/contract

  •         
  • Detailed insight into the ICs current and future programs are strongly desired.

  • Business development experience within the IC and DoD
